As far as I know, all abilities on weapons and modifications (whether innate abilities, surge abilities, or abilities with strain or other non-action costs) can be used only when attacking with that weapon (unless the ability explicitly specifies a different trigger outside of an attack with the weapon, like High-Impact Guard or Vibrobayonet). This does not apply to special actions printed on the item cards though, because RRG:Actions allow to spend actions for special actions on any of the hero’s cards.
I don’t seem to find the rule now, only a related one.
Item Cards:
Abilities on a weapon cannot be used while resolving an attack with a different weapon.
And thus, the weaken-ability for a cost of a strain of Stun Baton can only be triggered once per attack while attacking with the Stun Baton.

The Parting Shot and Stun thread did touch a lot of peripheral subjects. 😀
There really should be no standoff during timing conflicts.
If you have two or more abilities that can trigger at the same time from both the attacker and the defender, the attacker needs to decide which of them to trigger and in which order or pass, then the defender decides whether to trigger theirs.
If the game does not move forward, kick the player who does not want to make the decision to use it or lose it. 😀
(Like you said on the show, most of the “while attacking” abilities need to be used on or before the step specified by their effect, as seen from Special Situations Regarding Attack. Havoc Shot is one of the few that can be triggered at any time – and probably the only one among hero skills / class cards.)

Pasi! Did you already listen to the whole thing? And yeah, we will talk about the thread again next time, mentioning the clarification from Paul and how … it’s still not the best.
I had a little problem downloading it with my phone, but had a nice walk listening the first half before listening the rest at home.
Be sure to moderate my first reply as well – it includes links to the Vassal IA Campaign Module, probably that’s why it requires moderation.
Clarification? Not something that breaks my world-view, I hope? 😀
